City Services
WATER - Water is billed by amount consumed. Effective, April 27, 2009 the base rate is $7.20 per 1,000 gallons with a minimum charge of $39.08 bi-monthly for a 5/8” meter. Rates decrease at higher levels of consumption and minimum rates increase based on the size of the water meter installed. There are also charges for fire suppression systems installed in buildings. There is a ten percent (10%) penalty added to all accounts not paid in full by the due date and service can be interrupted for non-payment. SEWAGE - Sewage is billed by amount of water consumed. Effective, December 2, 2008 the base rate is $5.76 per 1,000 gallons with a minimum charge of $28.80 bi-monthly for a 5/8” meter for residential customers. Commercial & Industrial Customers will be billed the base rate of $5.26 per 1,000 gallons with a minimum charge of $13.15 per month for a 5/8” meter. Rates decrease at higher levels of consumption. STORM SEWER - Storm water is currently billed at a flat rate. Single family residential dwelling shall be $5.50 per month. Effective April 13, 2006, other lots, parcels or tracts of real estate shall be charged $16.75 per month. However, after July 1, 2007 the rate shall be $2.20 per 1,000 square feet of impervious area per month. There is a ten percent (10%) penalty added to all accounts not paid in full by the due date and service can be interrupted for non-payment. FIRE FEE - City Council enacted legislation (Article 755) that was effective July 1, 1986 authorizing the collection of a fire fee to supplement revenues to “provide for the continuance, maintenance and improvement of the essential and special service of fire protection within the City”. For commercial customers, the fee is based on a measurement of square footage of the building, including all floors. The current annual rate for a commercial customer is four and one half cents ($0.45) per square foot of the building per year plus an additional sum per year of one dollar and eight cents ($1.08). This fee can be charged monthly or bi-monthly, depending on the type of account. There is a discount of five percent (5%) allowed if paid within twenty days of the billing date. Residential customers shall be billed a flat rate of $7.21 per month. There is a ten percent (10%) penalty added to all accounts not paid at thirty days and an additional penalty of 1.5% for each succeeding thirty days that the account remains delinquent. GARBAGE FEES - According to Ordinance #1399, the City of Fairmont currently contracts with a third party, namely Allied Waste Services, to conduct solid waste disposal services for residents located within the City Limits. The current rate is $26.08 bi-monthly. There is a ten percent (10%) penalty added to all accounts not paid in full by the due date and service can be interrupted for non-payment. UTILITY TAX - According to Article 763 of the City of Fairmont’s Code, sellers’ of public utility service have the duty of collecting and remitting utility tax in the amount of two percent (2%) to the City of Fairmont. This tax is collected on water and sewer service. This section will highlight the necessary steps to start applying for city services:

Please note: If you have not had city services with the City of Fairmont in your name; you must provide a copy of a Federal or State issued picture identification or driver’s license and submit a security deposit payment; as instructed in Step II.
Paying Security Deposit - New Customer Only If your service address location is located within the City limits, you will be required to pay a $50 deposit for water utility service and a $20 deposit for garbage service. If you service address location is located outside the City limits, you will be required to pay a $50 deposit. If you are unsure about your location in the City, please contact our Customer Service department at (304) 366-6211. This deposit, plus interest, will be returned to you after you have established 12 months of excellent payment history. All bills must be paid before or by the due date of each month to establish excellent payment history. If your account is finalized and a balance remains; your deposit, plus interest, will be applied to your final bill. Any amount remaining from your deposit will be returned to the mailing address on file. Notice: If you are a new customer and have not had city services with the City of Fairmont, you cannot transfer city services to your name. This online system is intended for starting city services with a notice of five days or more.
Any customer who has had city services with the City of Fairmont and are in excellent financial standing (no outstanding delinquent accounts) with the City of Fairmont may transfer city services in their name. A “City Service Application” located below must be completed.

Any current utility service customer who wants to terminate or cancel their utility service must do so in writing. In the event of a dispute, written notification requesting termination of your account will be considered proof. Do not assume that the new owner or tenant will put the service into their name accepting financial responsibility for the utility service. You will continue to be financially responsible for usage until written notification is received.
